Goetze's Candy Company began as the Baltimore Chewing Gum Company, founded in 1895 by August Goetze and his son William. In the early 1900s, the company started producing caramels. In 1918, following the chicle shortages of World War I, Goetze's introduced its first caramel candy, the Caramel Cream®, also called a "Bull's-Eye®". Unlike traditional caramels, they are made with wheat flour, which gives them a soft, chewy, and non-sticky texture. In 1984, Cow Tales® were introduced, featuring the same chewy caramel and cream-filled center but in a long, stick shape
